The Army Contracting Command - New Jersey is contemplating award of a
sole source firm fixed price Call Order to be placed with Siemens Product
Lifecycle Management Software Inc., 5800 Granite Parkway, Ste 600 Plano,
TX 75024 for the purchase of Siemens PLM software license renewals and
Star-CCM+ (Computational Fluid Dynamics softwarein support of Army Research,
Development and Engineering Center
(ARDEC). Siemens PLM Software, Inc. is the original software developer and
sole distributer of the Star-CCM+ (Computational Fluid Dynamics software)
Only Siemens PLM Software Inc. has the specific capability to provide
software release updates and the necessary software licenses for Star-CCM+.
Currently, no other existing software is technically acceptable.

A corresponding Sole Source Justification and Approval utilizing the authority
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition
threshold, only one source reasonably available, urgency, exclusive licensing
agreements, brand name, or industrial mobilization has been approved and is
attached to this notice.

A Letter of Contemplation for the aforementioned software license purchases
and renewals was sent to Siemens Product Lifecycle Management Software
Inc. on February 28, 2018 and quote is due March 8, 2018.
This notice of intent is not a request for competitive quotes. The Government
will not pay for any information provided under this notice. The POC for this
