The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to release solicitation W56JSR-18-R-0008 pursuant to the authority of Federal Acquisition Regulation (FAR) 15.2, "Solicitation and Receipt of Proposals and Information," under FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements."
Requirement: The purpose of the solicitation is to secure sustainment services and supplies associated with the Small Tactical Radar Lightweight Synthetic Aperture Radar/Ground Moving Indicator Target System (STARLite SAR/GMIT). Specifically, the Army has the need to secure test and inspection plus repair services related to maintaining the operational effectiveness of STARLite assets.

Procurement method: This procurement action will adhere to the policies of FAR Part 15, "Contracting by Negotiation;"

The intended source, Northrop Grumman Systems Corporation (NGSC), is determined to be the only one responsible source and no other supplies or services will satisfy agency requirements pursuant to 10 United States Code 2304(c)(1) as implemented under FAR 6.302-1(a)(ii)(1). NGSC is the original equipment manufacturer and the only source with access to the technical data packages required to perform maintenance tasks associated with sustaining STARLite assets. Therefore, the Government has reasonably determined that NGSC is uniquely positioned to offer the required sustainment services and supplies.

The solicitation will be made available through electronic data interchange. A written solicitation will not be issued. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This notice is not a request for proposal. The notice is issued solely for information and planning purposes and does not constitute a final solicitation or a promise to issue a final solicitation in the future. The notice does not commit the Government to contract for any supply or service whatsoever. Respondents are advised that the Government will not pay for any information or administrative costs incurred as a result of this notice. All costs associated with this notice will be solely at the interested parties' expense. All communications shall be submitted only in writing and directly to the email address identified herein. Contractors shall not contact any government personnel other than the persons identified herein.
