The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), MD 21005, intends to solicit and award one Cost-Plus-Fixed-Fee(CPFF), Cost no Fee, Firm-Fixed -Price (FFP) Sole Source single award Indefinite Delivery Indefinite Quantity contract with an ordering period of 48 months, estimated on or about 13 July 2018 to Northrop Grumman Systems Corporation. The value of this IDIQ is $86,200,000.00. The Government intends to issue subsequent Task Orders (TO) on a Cost-Plus-Fixed-Fee (CPFF), Cost no Fee, and/or Firm-Fixed Price (FFP) basis to be determined at the Task Order (TO) level. In accordance with 10.USC 2304(c)(1) and FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for system support for the STARLite program.

This requirement provides Project Manager, Sensors-Aerial Intelligence (PM SAI) services required to deploy and maintain the readiness and operational capability of the STARLite, subsystems, and components. This effort includes Product Support Management; Engineering and Software Support; Maintenance Planning and Management; Material Maintenance; Logistics; Field Service Support; Supply Support; Repair Parts; Support Equipment Procurement; Training and Training Support; Personnel; Facilities; Platform Integration; Retrofit; and Technology Insertion.

Northrop Grumman Systems Corporation is the Original Equipment Manufacturer (OEM) and the only source capable of meeting the Government's STARLite system support requirements. The Government does not possess a full Technical Data Package (TDP) that completely defines the form, fit, and function of the STARLite system that is needed to provide systems support. Without the technical data, NGSC is the only responsible source that could satisfy the Government's requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement in the future. Interested parties may identify their interest and capabilities to respond to the requirement, which if received within 15 calendar days of publication of this notice, shall be considered by the agency. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
