Pursuant to the State Purchasing Act (Official Code of Georgia Annotated ยงยง50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide Statewide Offender Commissary Services to the Georgia Department of Corrections (hereinafter, the State Entity) as further described in this eRFP. The Department of Administrative Services is issuing this eRFP on behalf of the State Entity. The Georgia Department of Corrections (GDC) has a need for commissary services at correctional facilities statewide including state prisons and probation detention centers (currently forty-seven (47) facilities). The proposed solutions shall provide delivery of all commissary products on the approved Master Product List, a web-based financial accounting and inventory tracking system, and any related equipment, such as shelving, required by GDC commissaries. Security is a top priority for the GDC. The awarded supplier shall make all reasonable efforts to prevent the introduction of contraband into GDC facilities while performing the duties of this contract. The awarded supplier shall fully cooperate with GDC staff in the event an investigation involves the goods and/or services provided by the supplier to GDC through this contract. GDC anticipates having a single Statewide Offender Commissary Services contract with a Supplier to provide commissary products from a standardized Master Product List at a fixed cost to all GDC facilities. Each facility will receive a single weekly delivery of all ordered commissary items at a specified time, with delivery made according to the specifications of each facility as further noted in this RFP. The awarded Supplier will provide an invoice with each delivery. Invoices are processed weekly. Store purchases made by offenders are processed and paid through an internal GDC offender management system known as SCRIBE in conjunction with financial accounting and inventory tracking system. The weekly spending limit per offender is currently $80.00 which does not include items classified as electronic items on the Master Product List. The existing Supplier for commissary services provides a full financial accounting and inventory tracking system called CACTAS. Any successful supplier responding to this RFP must provide a system that meets all the performance requirements as stated in Attachment B Scope of Services. Should new technology become available during the contract period, GDC requires the supplier to support integration. Examples may include kiosk systems or the use of tablets or other handheld devices. The commissary supplier will not be responsible for providing future hardware associated with kiosks or tablet systems. The supplier must be adaptable to changes to the contract, such as new facilities being opened and/or facility mission changes, which may increase or decrease the number of facilities with offender commissaries. GDC commissary sales account for over $24 million in purchases annually as noted in Attachment Q - Invoice Value FY24. Although award of this contract does not guarantee any specific volume of sales the awarded supplier can expect significant sales volume based on historical spending patterns and purchase activity which are anticipated to be sustainable throughout the term of any resultant contract. Furthermore, in response to this eRFP, GDC expects to receive significantly lower competitive pricing that takes into consideration historical purchase volumes.
