This requirement is for Sectera vIPer Universal Secure Phone PSTN and IP Capable (US National) P/N VIPC1000-XAMDM.  See separately attached Bill of Materials (BOM) for full specifications. This requirement is for "brand name only" items.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This solicitation is being issued as a Request for Quotes (RFQ) under GSA requirement number ID40140033.  Simplified Acquisition Procedures will be used for this acquisition in accordance with FAR Part 13.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 effective September 03, 2013.  
QUOTE SUBMISSION

Quotes shall be submitted via GSA's electronic acquisition portal, AAS Business Systems Portal (AASBS Portal), formerly IT-Solutions Shop (ITSS), [web address: https://portal.fas.gsa.gov] by the closing date and time for consideration.  For registration and/or technical assistance the AASBS Portal/ITSS Help Desk can be contacted at 1-877-243-2889.  To be added to the RFQ in AASBS Portal/ITSS please contact Dwayne Cannon, Contracting Officer at [email protected] with the AASBS Portal/ITSS Registration Information (Company Name and Company Point of Contact) exactly as they are registered in the system. 

Prior to submitting a quote, Offerors shall be actively registered in System for Award Management (SAM) per FAR 52.204-7 System for Award Management.  Registration instructions may be obtained and online registration may be accomplished at www.sam.gov.  By submitting a quote, the Offeror acknowledges the requirement to be registered in the SAM prior to award, during performance, and through final payment of any contract resulting from the solicitation.  To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code.  In addition, unless available via SAM (i.e. www.sam.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items.  See Attachment A for full provision.

Offerors shall submit a completed copy of the provision at  DFAR 252.209-7999 - Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (Deviation 2012-O0004)(Jan 2012).  See Attachment A for full provision.

Quote shall be valid for a minimum of 30 calendar days after submission.
