***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Long Live the Kings (LLTK) of Seattle, WA for assisting the National Marine Fisheries in conducting spawning ground surveys and steelhead trout genetic sampling.

***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) National Marine Fisheries Service (NMFS) requirement for a long-term data set of steelhead reproduction and juvenile steelhead abundance, size, and genetic composition in supplemented and non-supplemented populations. LLTK is the only entity that has a relationship with local landowners who grant them unique access to the rivers for survey reaches and at sampling locations. Additionally, LLTK is the only entity that can meet the requirement of methodological consistency. This continuing study is an experiment that implements a before-and-after-control-impact design. Therefore, data among treatments and between time periods can only be done in a valid way if the data are collected in the same manner. The period of performance is from July 1, 2019 through June 30, 2020.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
