The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD has a requirement for stereology software and components which are compatible with the Carl Zeiss Axio Imager M2 microscope. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotes (RFQ) for commercial items is in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-43.

This solicitation is set-aside for small businesses and the applicable North American Industry Classification System (NAICS) Code is 511210 - "Software Publishers" with a small business size standard of $25.0 million.

Software/Components Package to include the following:

(a) Software for design-based stereology to acquire 3D fluorescent images and 2D anatomical mapping;

(b) Image stack extension module;

(c) Software upgrade (2 years);

(d) Software integration module to control the automatic features;

(e) Focus measurement encoder;

(f) 2-axis computer control LED stepping motor system;

(g) Software integration module to control motorized stage;

(h) Monochrome digital camera 2/3" chip requiring a firewire interface to PC and C-mount adapter to the microscope;

(i) PC workstation;

(j) Dual operating system Windows XP;

(k) UPS battery back up surge protector;

(l) 24-inch LCD flat panel monitor;

(m) Calibration grid slide;

(n) Toolkit (extra long ball hex wrenches, English wrenches, and screwdriver set, slotted 1, 2, 3mm and Phillips sets);

(o) Installation and training; and

(p) System integration testing.

To be eligible for contract award, a contractor must register with the Central Contractor Registration (CCR) database and the Online Representations and Certifications Application (ORCA). Include shipping and handling charges, if applicable. Items will be shipped to Bethesda, MD 20814. With your quote, please provide product description and pictures.

Award will be made on a best value determination considering the following evaluation factors:

      a.   Price:  Offerors must provide a unit price for each item. USUHS is a part of the Department of Defense (DoD) and is tax exempt. Do not include taxes in your quoted price.

      b.   Technical:  Offerors must submit product literature for the quoted item. At a minimum, the product literature must demonste the product quoted meets the minimum specifications and provide details on installation and training. Offerors must also provide lead time for receipt of the total package.

All quotation packages shall be clearly marked with the quotation number, tax identification number (TIN), DUNS number, point of contact name, phone number, fax number and email address (if available). Submit a completed copy of FAR Clause 52.212-3 (see attached).

Questions must be submitted via email to [email protected] by 12:00pm on 19 August 2010. Questions submitted after this date will not be answered. Questions will not be answered over the telephone, but will be answered in an amendment to the solicitation posted on or about 23 August 2010. It is the responsibility of the offeror to monitor FedBizOpps for any amendments to the solicitation. All quotes are due by 12:00pm on 26 August 2010 EST. Quotes must be emailed to [email protected]. Late quotes will not be considered.

USUHS is located on a secure installation and base access will not be provided nor will anyone be able to meet offerors at the gate to accept quotes.

The Government reserves the right to award without discussions.
