This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold.

DESCRIPTION OF REQUIREMENT
Purpose and Objectives
The purpose of this requirement is acquisition of two (2) dual small animal stereotaxic instruments to study the neural mechanisms underlying drug abuse and addition. This equipment will replace aging David Kopf Instruments stereotaxic equipment used in current research studies. To ensure research data standardization and integrity throughout the studies, the required rodent surgery instrumentation must be manufactured by David Kopf Instruments.
Project Description
The Contractor must be able to provide the following:
1. Two (2) Model 942 Dual Small Animal Stereotaxic Instruments with Digital Display Readout Console. This shall include stereotaxic "U" frame assembly, two Model 960 Electrode Manipulators with A.P Slide Assembly with Model 940-B Linear Scale Assembly with Digital Display Readout Console (10 micron resolution), and two Model 1770 Standard Electrode Holder Corner Clamp Model 920 Rat Adaptor Nose/Tooth Bar Assembly with Model 957 Rat Ear Bars 18 degree tip.
2. Two (2) Model 926-B Mouse Nose/Tooth Bar Assembly
3. Two (2) Model 922 Non-Rupture 60 Degree Tip Ear Bars
4. Two (2) Model 1474 High Speed Stereotaxic Drill including table top control console, foot pedal, handpiece and stereotaxic handpiece holder.
5. Delivery shall be provided for by the contractor.
Delivery/Period of Performance
It is expected that the above described project requirements will be delivered within sixty (60) days after contractor receipt of award. A firm fixed price purchase order is anticipated.
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, only David Kopf Instruments (Kopf) is capable of meeting the needs of this requirement because of research data standardization requirements.
The NIDA IRP is currently using Kopf stereotaxic equipment which is proprietary to its original equipment manufacturer (OEM), Kopf. Accordingly, this equipment can only be acquired from Kopf. To continue studies which were begun with older Kopf equipment, the NIDA IRP requires additional equipment of the exact same description so that research data remains uniform.
New stereotaxic equipment is required for efforts and only additional Kopf stereotaxic equipment is acceptable because it is necessary to ensure that the same equipment and any associated software is used in continuing NIDA IRP efforts for data integrity purposes. To acquire new equipment created by a different manufacturer and use it in the same research studies would create inconsistency in data, destroying the integrity of NIDA IRP data and any results acquired thereafter. This would irreparably damage the work performed by NIDA IRP researchers. Accordingly, only the Kopf stereotaxic equipment is acceptable to meet the needs of this requirement.The intended source is:

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
