NOTICE OF INTENT
The 502d Contracting Squadron (CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to award a sole-source Blanket Purchase Agreement (BPA) to Blue Sky Bio, LLC, 888 East Belvidere Road, Suite 212, Grayslake, IL, USA, under the authority of FAR 13.106-1(b)(1)(i), for Stereolithgraphy (STL) Export License 3D Printer Tokens. This requirement is for 3-dimensional implant planning system compatible with the Stratasys Objet 260 3D Dental Printer.

STL is a file format native to the STL computer-aided design (CAD) software created by 3-dimensional systems. STL has several after-the-fact backronyms, such as "standard triangle language" and "standard tessellation language" file format used for rapid prototyping, 3-dimensional printing, and computer-aided manufacturing. STL files describe only the surface geometry of a 3-dimensional object without any representation of color, texture or other CAD model attributes. The STL format specifies both American Standard Code for Information Interchange (ASCII) and binary representations. Computers can only understand numbers, so an ASCII code is the numerical representation of a character such as an "a" or "@" or an action of some sort. ASCII is a character-encoding standard for electronic communication and represents text in computers, telecommunications equipment and other devices. ASCII represents 128 English characters as numbers, with each letter assigned a number from zero to 127. For example, the ASCII code for uppercase "M" is 77.
Blue Sky Bio, LLC is the sole source provider of the STL Export License 3D Printer Tokens that is compatible with the Stratasys Objet 260, 3-dimensional Dental Printer currently being utilized at MacKown Dental Clinic, JBSA Lackland, TX 78236.
This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12, Acquisition of Commercial Items, and intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to [email protected] no later than 3:00 PM central daylight time (CDT), Friday, 15 November 2019. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
