2. Contract Information: The Portland District expects to solicit a firm-fixed-priced services contract for Streaked Horned Lark Monitoring at sites in the Lower Columbia River Basin - Oregon and Washington. The proposed solicitation will be a competitive procurement. Responses to this Sources Sought announcement will be used by the Government to support acquisition strategy decisions.
3. Project Description: Work is for federally listed Streaked Horned Lark population monitoring at 24 island and mainland sites in the Lower Columbia River Basin. Population surveys are to occur between 01 May and 31 August of each survey year. Surveys shall be conducted following methods and protocols in "Pearson, S.F., M. Linders, I. Keren, H. Anderson, R. Moore, G. Slater, and A. Kreager. 2016. Survey protocols and strategies for assessing streaked horned lark site occupancy status, population abundance, and trends. Wildlife Science Division, Washington Department of Fish and Wildlife (WDFW), Olympia, Washington." Work is to conduct presence/absence (occupancy) surveys at sites with apparently suitable habitat but where larks have not recently been detected. Work is also to conduct abundance surveys at sites where larks were detected during the previous monitoring season and where occupancy surveys detect individuals during the present breeding season, to estimate population abundance and inform population trends. Deliverables will include interim survey reports and a final report summarizing the monitoring season.

4. Submission Instructions: Interested parties may submit a response in electronic format only via email to [email protected] by no later than 11 January 2019 4:00 pm Pacific Time. Electronic files shall be in Adobe Acrobat PDF format. Emails should not exceed 10MB. The information submitted should not exceed a total of ten (10) 8½ x 11 sized pages and font no smaller than 10 point.
Respondents shall include the following as part of their Sources Sought submission:
a. Company name and DUNS number.
b. Company point of contact including phone number and email address.
c. Business size, as validated via the System for Award Administration (SAM). All offerors must register on the SAM located at http://www.sam.gov to be eligible for a federal contract award.
d. Provide up to two (2) examples of projects your firm completed within the past five (5) years that demonstrate your firm's experience with conducting streaked horned lark monitoring or other similar endangered or threatened avian species. Narratives should describe the type of work and role in the project. Interested firms must demonstrate through their one or more of their project(s) the following:
i. Experience monitoring larks in the Columbia River Basin according to the WDFW protocol.
ii. Experience with identifying and evaluating suitable nesting habitat for larks.
