The United States Government, represented by the U.S Agency for International Development (USAID), is seeking a Contractor for the Strengthening Somali Governance (SSG) program as stipulated in the this RFP. USAID is contemplating award of a cost-plus-fixed-fee contract between $22,000,000 and $24,000,000.

Amendment 1 incorporates the questions and answers and relevant revisions to the RFP.

Proposals will be accepted from eligible organizations and encourages U.S. small businesses to submit proposals. In support of USAID's interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new local partners.

Organizations eligible to compete for the program are strongly encouraged to carefully review the RFP and submit proposals in accordance with Secion L of the RFP. Instructions and deadlines for submitting questions and proposals are indicated in the attached letter and RFP.
