This solicitation for commercial items is prepared in accordance with FAR Part 12.

The solictation is issued as a Request for Proposals (RFP), see attached.

This is a requirement for non-personal services to fill information gaps in the widespread use of Structural Health Monitoring (SHM) and making information for SHM hardware and software readily accessible to practitioners and bridge owners. A contract resulting from the solicitation will  1) Investigate current practices and policies on the use of deployment-ready Structural Health Monitoring (SHM) technologies; and 2) Develop a comprehensive SHM Web Manual.

THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS.

All Offerors must be registered in SAM at https://www.sam.gov at the time an offer is submitted to be eligible for award.

Proposals shall be submitted via email to [email protected], by July 23, 0900 EDT.

All questions shall be submitted in writing to [email protected] no later than 10 business days prior to the proposal due date. Questions submitted after this cutoff may not receive a response.
