Synopsis: Stryker Double-V Hull A1 Engineering Change Proposal (DVH A1 ECP) Vehicle Exchange
The United States Army Contracting Command - Warren (ACC WRN) intends to issue sole source Solicitation W56HZV-18-R-0175 for the effort described herein. The objective of this effort is to replace up to 2,525 Stryker Flat Bottom Hull (FBH) chassis with new Double-V Hull (DVH) chassis and incorporate Stryker DVH A1 ECP upgrades onto the DVH chassis. These upgrades include: engine upgrades that increase power pack management and horsepower, a newly designed driveline, an electrical power generator management system, and an upgraded in-vehicle network infrastructure to accept future Army network systems. Production under the resultant contract will be based on a Stryker FBH direct to Stryker DVH A1 ECP brigade set exchange process. The brigade set exchange process consists of disassembly of the donor FBH vehicles; inspection of designated components recovered from the donor FBH vehicles; and repairing, replacing, or reclaiming worn or unserviceable items using original manufacturing tolerances and specifications.
The Government intends to solicit and award a six-year, Fixed Price Incentive - Firm Target (FPIF) sole source requirements contract to General Dynamics Land Systems (GDLS), Sterling Heights, MI, under the authority of FAR 6.302-1; however, all interested, responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency in accordance with FAR 5.207(c)(16). Capability statements, proposals, or quotations must be received by the closing date for receipt of proposals.
