The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with The Boeing Company for the procurement of the attached Peculiar Support Equipment (PSE) items required to support Royal Australian Air Force (RAAF) platform and the US Navy’s F/A-18 Fleet as well. The items under this procurement is to procure various PSE to fully support the RAAF and the US Navy test of avionic and hydraulic components for the F/A-18 “O” and “I” level capabilitites. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
