The US Army, Corps of Engineers, New Orleans District, intends to negotiate a firm-fixed contract with IHS Global, located in Englewood, CO on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, Contractor will provide one year subscription to online site for a minimum of 3 WCSC users. Subscription to include current and historical worldwide vessel movements and port schematics. This subscription should include the ability to look up specific vessel positions by specified date range and by ports of call. Port schematics for ports in the United States and other foreign ports where available.

The applicable NAICS code is 519130 with a SBA size standard of 1,000 employees. The anticipated award date is 3 September 2018.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responses received by 10 am CST on 31 August 2018 will be considered by the Government. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services/supplies.
