The Social Security Administration (SSA) intends to issue a sole source purchase order under Simplified Acquisition procedures to Elsevier Inc., Health Service Division to renew SSA's subscription to electronic database resources called MD Consult, Nursing Consult and ABMS Directory of Medical Specialists. The online portion of the subscription is delivered on the vendor’s Internet site and will be accessed via the SSA’s Digital Library, which is on the agency’s Intranet and is password protected. The ABMS multi-user CD-ROM is delivered through the Digital Library Citrix client/server system. This subscription is only available from its producer/manufacturer and not through dealers or distributors. MD Consult and Nursing Consult are online medical reference and research databases that include: Books: Full text of 50 medical textbooks, Journals: Full-text of 50+ medical journals, along with abstracts and citations for all journals in MEDLINE, The Clinics: Full-text of the leading Clinics of North America, Patient Education: Nearly 10,000 customizable patient education handouts, Drugs: Generic and brand name drugs, investigational medications, neutraceuticals, and nutritional products, Guidelines: Full-text practice guidelines are available when published in journals for which MD Consult has full-text, Images: Over 50,000 searchable medical images from the medical books on MD Consult, including photos, tables, graphs, News: Summaries from major journals, government agencies, and medical conferences, CME: Free CME offered through Clinical Cornerstone, a bi-monthly CME journal, and Cyberounds®, interactive grand rounds. The ABMS Directory of Medical Specialists consists of the following: American Board of Medical Specialists Plus CD-ROM Network License, and ABMS web site at: www.boardcertifieddocs.com (updated online monthly) Web site. Elsevier Inc. is the only source for this subscription data service. No other databases are known to be available or could be substituted without substantial increased costs to the government. This is an announcement of SSA’s intent to issue an order to Elsevier Inc for MD Consult and Nursing Consult and ABMS Directory of Medical Specialists; SSA will not issue a solicitation. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than Elsevier Inc. can provide the subscription as described above. If SSA does not receive an acceptable response to this announcement within 5 days of its publication, it will issue a purchase order to Elsevier Inc for subscription to electronic database resources called MD Consult, Nursing Consult and ABMS Directory of Medical Specialists.
