The Social Security Administration (SSA) intends to issue a sole-source, a firm fixed priced purchase order, to Elsevier Inc., Health Science Division to renew an electronic resource entitled MD Consult and Nursing Consult. MD Consult and Nursing Consult resource that medical references and research databases: full text of medical book; MEDLINE journals; The Clinics; Patient Education; Drugs provided by Gold Standard; Guidelines; and over 50,000 searchable Images; News summaries from major journals, government agencies, medical conferences; and no charge for CME journal offered bi-monthly. The period of performance will be for 12-months beginning January 1, 2009 Through December 31, 2009. Under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with procedures under FAR Part 13. Elsevier, Inc. is the only known source that can provide comprehensive medical resources, which are used by the agency to assist with processing disability applications. Requests for copies of a solicitation in response will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 3 business days of this notice negotiations will be conducted with Elsevier, Inc.
