NOTICE OF INTENT TO AWARD SOLE SOURCE

SUBSCRIPTIONS  

The requirement is for a contractor to order, manage and provide access to HUD for online and hard copy subscriptions as identified in the list contained herein. The U.S. Department of Housing and Urban Development (HUD) intends to acquire sole-source individual subscriptions utilizing a subscription agent. The below is the list of sole source subscriptions.

The purpose of this posting is to provide notice of the intent to list the sole source subscriptions in the contract for the Subscription services which will be posted as a competitive acquisition.

The NAICS Code for the subscriptions is: 511120 - Periodical Publishers.

According to preliminary market research conducted, the listed subscriptions below are the sole providers of subscriptions that contain the most complete data and tools for analyzing the multi-family housing market nationwide. These data and research products will be used by HUD’s field economists in the Economic and Market Analysis Division (EMAD) in their ongoing studies of local housing market conditions by providing much needed market data, particularly relating to residential housing construction information.

These are unique online tools that allow the user access to various housing related data, pipeline analytics and pipeline residential data by geographic area throughout the country. The multi-family data included is at a level of coverage that provides many variables in many market areas for analysts to access and study.  These subscriptions will allow HUD’s field economists to access the data they need for specific geographic areas across the country when they need it. In addition to providing housing related pipeline data, the subscription also provides data analytics, pipeline residential data, and data by Metropolitan Statistical Areas.

THIS IS NOT A SOLICITATION.  This notice of intent to contract for sole source individual subscriptions is not a request for competitive quotations; however, the Government will consider responses to HUD’s list of sole source Subscription providers listed below. Your response must be received no later than July 16, 2021, 2:00 PM CST. Responses shall be submitted to [email protected] and [email protected]Responses shall include, at a minimum, the following information:

1. The name of your company;
2.  POC name and contact information;
3. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and
4. A description of that product(s) and its overall capabilities.

5. The subject line of the email shall state “APP-R-2021-016: FY21 EMAD Subscriptions or it will be deleted as junk mail.

It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the subscriptions mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
