8. Description:
The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) which states, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements on the basis that there are currently no other existing sources capable of meeting the Government's requirements. Specifically, no other vendor is able to match the primary specification of 85 percent detection efficiency. The Government intends to solicit and negotiate with Photon Spot, Inc., 142 W. Olive Dr., Monrovia, CA 91016-3410, for four (4) Superconducting Nanowire Detectors with accompanying cryogenic system and electronics.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
