The Federal Aviation Administration (FAA) William J. Hughes Technical Center intends to enter into negotiations on a single source basis with Ohio University, Athens, OH to provide support for Ground Based Augmentation System (GBAS) Category III System Design Approval (SDA) for GBAS Approach Service Type D (GAST-D). Through a previous aviation research grant with the FAA, Ohio University has performed research which has allowed the FAA to reach the current state of Category I GBAS integrity and continuity using SDM, Cross Correlation Monitoring and Tropospheric Anomaly Analysis. The FAA has a requirement to extend this level of GBAS integrity and continuity to assure the integrity and continuity of Category III operations in the National Airspace System (NAS). In order to meet the requirements of this effort in a timely matter, and to eliminate the need to duplicate work already conducted by Ohio University, a single source contract is in the best interest of the FAA.
The FAA intends to procure the above in accordance with Acquisition Management System (AMS) paragraph 3.2.2.4. A competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
