In accordance with the FAA Acquisition Management System 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to issue a single source contract.
The Federal Aviation Administration (FAA) intends to award a contract to Tufts University, Medford, MA for Support for GBAS Continuity and Integrity of SDM, IGM and GAST-D. Through previous aviation research grants with the FAA, Tufts University has performed research on the Chi Square Monitors for Non-Federal Ground Based Augmentation Systems (GBAS) for the Global Navigation Satellite System (CNSS) for Category I operations in the National Airspace System (NAS). The FAA has a requirement for providing tools for overbounding the Chi Square Monitors properly and to account for the impact of real world data in support of Category III operations in the NAS. In order to develop these tools in a timely manner, and to eliminate the need to duplicate work already conducted by Tufts University, a single source contract with Tufts University is in the best interest of the FAA.
