The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement (N00019-05-G-0008) to Raytheon for support for the Joint Precision Approach and Landing System (JPALS) Increment 1B Aircraft integrators through four Systems Engineering Technical Review (SETR) events: System Requirements Review (SRR), System Functional Review (SFR), Preliminary Design Review (PDR), and Critical Design Review (CDR). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Raytheon is the sole responsibly source, and no other type of supplies or services will satisfy the requirement.
