NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with M4 Consulting, Inc. to provide Support for PUMA AE DDL UAS, for the Channel Islands National Marine Sanctuary, (CINMS) and Florida Keys National Marine Sanctuary, (FKNMS) UAS Operations .
The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Office of National Marine Sanctuaries (ONMS), to provide Unmanned Aircraft Systems, (UAS). NOAA is procuring two complete PUMA AE DDL UAS systems and ONMS is scheduled to begin operations in Hawaii on June 19, 2012 with a two year development and implementation plan. This technology is relatively new to NOAA and ONMS and additional support is required to bring these systems online quickly and effectively to meet the airborne data requirements of ONMS. M4 Consulting is the only provider to possess the experience, technical capacity and NOAA operation expertise to provide quick implementation of a UAS program to meet the ONMS airborne Marine resources management requirements. Also, M4 is the only know company found to provide the complete UAS operational package with the required certification and mission comprehension.
Delivery date is from June 25, 2012 - December 31, 2012
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
