The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal to provide Support Services for Sex Trafficking Survivors in the Department of Children and Families (DCF) Youth Services Regions (see Appendix 1). Direct services will include case management, support groups, mentoring, advocacy and accompaniment, multidisciplinary team coordination, or other related and complementary services, including culturally relevant methods of care. It is not necessary for a Proposer to serve the entire region or provide all potential direct service types. The State as represented by DCF intends to use the results of this Request for Proposal (RFP) to award multiple contracts for Support Services for Sex Trafficking Survivors. Priority will be given to programs serving DCF’s Youth Services Regions 1, 5, 6, and 7 which currently do not have a DCF funded contract in place for youth who have experienced sex trafficking. See Appendix 1 Youth Services Regions for a map. Based on proposals submitted and the amount of funding available, DCF may award contracts for services in Regions 2, 3, and 4; see Section 1.11 Contract Term and Funding for additional details. Your submitted proposal must clearly identify (in Section 6 Program Summary and on the Cost Proposal Attachment C) the region you are proposing to serve. Tribal applicants should clearly identify which Youth Services Region their program will be based out of, but may elect to serve tribal members residing outside of the Youth Services Region they identify as their primary location.
