The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office, Undersea Warfare Systems (PEO UWS) Maritime Surveillance Systems (MSS) Program Office (PMS 485), under the authority of 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to award a sole-source contract for Surveillance Towed Array Sensor System (SURTASS) active sonar power Amplifiers production and sustainment to Instruments Incorporated (Inc.) CAGE 34563, located at 7263 Engineer Road, Suite G, San Diego, CA 92111. The contract period of performance is anticipated as a base period of one year, plus four option years, at an estimated value of $17M, to be awarded fourth quarter of Fiscal Year 2026. Specifically required are the procurement of up to 60 amplifier units, procurement of spares, engineering support services, and associated logistics support.�� � The amplifiers are an integral component of the Compact Low Frequency Active (CLFA) sonar system aboard SURTASS platforms. CLFA is an upgrade of the earlier active sonar system called Low Frequency Active (LFA). The LFA and CFLA support the surveillance fleet in achieving its mission by providing active sonar capabilities to locate targets of interest. The amplifiers will be included in new construction of Japanese Auxiliary Oceanographic Surveillance (J-AOS) and Auxiliary Oceanographic Surveillance (T-AGOS) Class-25 ships being procured by the US Navy as part of the 2023 30-year shipbuilding program. These ships are a recapitalization of the current T-AGOS platforms, which have reached end-of-life and plan to be retired as new platforms come online. Instruments, Inc. is the original equipment manufacturer, current developer and producer of these systems of Amplifiers for the Department of the Navy.� Instruments, Inc. is the only company currently possessing the unique technical expertise, specialized facilities, and proprietary processes to fabricate, test, and perform system improvements to the amplifiers for PMS 485.� Be advised that the aforementioned information is anticipatory in nature and is not binding.� This notice is not a request for competitive proposals; however, any company believing that it can fulfill this requirement may be considered by the Government.� Interested parties must identify its interest and capabilities in response to this synopsis within 30 calendar days of publication.� The Government reserves the right not to respond to any expressions of interest received after 30 calendar days from the date of this publication; such expressions will be considered late.� Any comments, questions or concerns regarding this notice must be submitted in writing via e-mail to Donica Ryder, Contracts Specialist, at [email protected].� The Government will not pay for any information received.� No telephone responses will be accepted.��
