The National Institutes of Health, Office of Logistics and Acquisition Operations, on behalf of the National Eye Institute intends to negotiate with Alliance Technology Group, LLC, 7010 Hi Tech Drive, Hanover, Maryland 21076, a task order/delivery order brand name or equal for a SwiftStack Software and Support including: 1. Software license Swift Stack Hosted or On-Premise Controller & Node Software supporting up to 60TB of usable storage; 2. Term of 36 months. Justification Rationale  for (SwiftStack) from (Alliance Technology Group) During the market research, we found Alliance Technology to be the only supplier of this software. Swift Stack is a new software in the market of storage management. As the application matures, more vendors will be able to provide this software. We used NITAAC to search all vendors that can provide a cost estimate but we only received "No bids" from vendors.

The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304( c ) ( 1 ), Only one responsible source, as implemented by the Federal Acquisition Regulation ( FAR ) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement.The North American Industry Classification System (NAICS) for this requirement is 541519 with the size standard is $25M.This Notice of Intent is not a request for proposal or quotes; All interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required service or supplies within  (7) seven calendar days of this publication via e-mail to the Contract Specialist, Ms. Van Holley, [email protected], no later than 10:00 pm EST, May 7, 2015.
