This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and following Simplified Acquisition Procedures (Test Program for Certain Commercial Items) in FAR Subpart 13.5.  The US Department of Navy (DON), through its Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing this solicitation, number N00421-14-R-0002, as a NOTICE OF INTENT TO SOLICIT SOLE SOURCE. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-67. NAWCAD intends to award a firm-fixed price, sole source purchase order to North Atlantic Industries, 110 Wilbur Place, Bohemia, NY  11716-2416, in accordance with 10 USC 2304(c)(1) and FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes or proposals.

This announcement constitutes the only solicitation; a written solicitation will not be issued. A determination by the Government not to compete the proposed purchase order based on responses received to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement or quotation which will be considered by the agency. Offerors must ensure that their firm is registered with the System for Award Management (SAM). For information, refer to https://www.sam.gov.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334515, "Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals", and the size standard is 500 employees. The Product Service Code for this procurement is 6625, "Electrical and Electronic Properties Measuring and Testing Instruments." Product substitutions will not be considered.

This sole source award is a purchase order that will enable North Atlantic Industries to provide a synchro/resolver STD, Prog (Model 5300S3412A) with UID labeling.

Evaluation of offers will be made in accordance with FAR Part 12.602, Streamlined Evaluation of Offers, using the following three (3) factors:

(1) Technical Capability: Meets Brand Name specifications in accordance with the Description of supplies.

(2) Price: No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices.

(3) Past Performance: Will be evaluated as Acceptable or Unacceptable based on past performance information obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS).

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.

Any additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices will be incorporated.

Award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.

Response to this sole source announcement must be received no later than 25 October 2013.

This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
