The Government anticipates the extension of the Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) Engineering and Manufacturing Development (EMD) phase. This acquisition modifies the IBCS development contract W31P4Q-08-C-0418 with Northrop Grumman Systems Corporation (NG) to procure hardware/materials under the terms & conditions in the original contract. This Cost Plus Incentive Fee (CPIF) contract bridging modification will include the following: laboratory hardware for four Contractor System Integration Laboratory (CSIL) lines to support SW development for the Limited User Test and cyber compliance; hardware for three Government System Integration Laboratory lines to support System of Systems (SoS) Test and Integration activities; four Engagement Operations Center (EOCs); 61 Enhanced Plug and Fight Processing Unit (ePFPU) hardware, and hardware spares. The estimated period of performance will be 31 January 2018 through 31 March 2019.

The Government anticipates this effort to be awarded on a sole source basis to Northrop Grumman Systems Corporation, 213 Wynn Drive, Huntsville, AL 35805-1958, CAGE 9F909. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) and (B); however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Northrop Grumman is the Original Equipment Manufacturer and sole developer for the IBCS. The IBCS is still in the EMD phase, as such, NG maintains the knowledge, skilled labor force, and detailed technical data concerning the manufacturing processes, system operations, and detailed software/hardware designs necessary to perform the critical engineering and integration activities associated with the IBCS. A technical data package is not available at this time.
