12. Description: This action is for a proposed non-competitive award of a cost-plus-fixed fee (CPFF) C-type letter contract to Lockheed Martin (Liverpool, NY) for supplies and services necessary to equip AN/TPQ-53 radars with a counter unmanned aerial system (C-UAS) capability. The CPFF base contract's period of performance (PoP) is 24 months. Separately priced options for the production of up to eight modification kits and the procurement of a build-to-print C-UAS technical data package (TDP) will also be included.

The contractor shall design, develop, test, integrate, and produce a C-UAS capability and identification friend or foe (IFF) capability onto the existing AN/TPQ-53 radar platform without degrading the existing counterfire target acquisition (CTA) capability or increasing operational manpower requirements. The contractor shall produce prototype modification kits to support contractor engineering tests and Government System of Systems (SoS) Demonstrations in first and second quarter of fiscal year (FY) 2017. A Government Capabilities and Limitations (C&L) test is planned for 2QFY2018. Production deliveries being in 3QFY2018. If the Government exercises the option in FY2018, the contractor will deliver a build-to-print TDP for the C-UAS modification kit.

The contractor shall also provide spare/repair parts, engineering support, logistics support, program management, and data. The support includes contractor support of Government meetings and contractor technical support of Government demonstrations and test events.
