THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.

The Centers for Disease Control and Prevention (CDC), Office of Noncommunicable Diseases, Injury and Environmental Health contemplates award of a firm-fixed-price sole source purchase order to the Netherlands Organisation for Applied Scientific Research (TNO) for providing the synthesis and delivery of four custom sulfur mustard-histidine adduct peptides. Specifically, the vendor will provide native and isotopically-labeled N1-histidine adduct of sulfur mustard and native isotopically-labeled N3-histidine adduct of sulfur mustard.

These are custom synthetic peptides for the development of a sulfur mustard protein adduct method. The custom peptides require advanced chemistry to sythesize. These peptides are crucial for the detection of sulfur mustard exposure in humans.

TNO is the only group that has successfully synthesized these peptides (Noort et al, Arch. Toxicol. 1997).  No other vendor has the unique materials (unadducted pure sulfur mustard) to synthesize this peptide or have the chemistry knowledge to make the peptide. 

This acquisition will use sole source simplified procedures in accordance with FAR 13.106(b)(1). This requirement is not set aside for small businesses. CDC is not requesting competitive proposals and no solicitation is available. Interested parties who believe they possess the capabilities to satisfy this requirement should indicate their interest in writing and submit a capability statement demonstrating their ability to meet this requirement no later than 5:00 PM Eastern Standard Time, on February 09, 2016.

Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
