Title: Notice of Intent to Sole Source - ORBITRAP FUSION MASS SPECTROMETER
Description(s):

The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Thermo Electron North America, 5225 Verona Rd, Madison WI 53711, for a Orbitrap Fusion Mass Spectrometer to be installed at NIEHS, Research Triangle Park campus. The provided supplies are proprietary.

The North American industry Classification System (NAICS) Code is 334516 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Thunderstone Expansion Programs International is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements.

The purpose of this Purchase Order is to obtain a Orbitrap Fusion Mass Spectrometer piece of lab equipment. Proposed is the acquisition of a Thermo Scientific Orbitrap Fusion Tribid Mass Spectrometer. This system allows for the highly sensitive and highly selective measurement of chemicals, of biological and environmental origins. The objective is to aid the Mass Spectrometry Research and Support Group in providing state of the art identification and quantitation to intramural researchers. The Mass Spectrometry Research and Support Group provides mass spectrometric analysis for a large number of investigators in the Division of Intramural Research and the National Toxicology Program. Orbitrap-based instruments are recognized as one of the most powerful analytical platforms currently used for mass spectrometric based applications. The acquisition shall consist of an orbitrap MS/MS instrument. This instrument will provide tandem mass spectrometry capabilities that will allow for the highest degree of selectivity and sensitivity for the quantitative analysis of chemicals in complex environmental and biological matrices. This instrument posses multiple dissociation techniques (CID, HCD, and optional ETD) to maximize flexibility. In addition, the MSRSG requires MSn capabilities. The Group also requires the highly precise isolation of precursor ions which the proposed instrument is able to achieve with a quadrupole mass filter where the isolation of the precursor ion with a minimum resolution of 0.4 FWHM.

This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Christopher Fisher at [email protected] and are due by 11:00AM ET on August 16, 2019. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
