The Air Armament Center, 708th Armament Systems Group, Eglin AFB FL, is contemplating issuing a modification to the existing contracts with Alliant Techsystems, Inc. and Thales Missile Electronics, LTD. for the Hard Target Void Sensing Fuze (HTVSF) Joint Capabilities Technology Demonstration (JCTD). The modification will revise the current System Requirements Document (SRD) to address changes to captive carriage hours, void definition, minimum concrete thickness detection definition, objective time delay and back-up time, BLU-109 penetration threshold, add BLU-122 physical and functional compatibility, expand reliability definition, and establish requirement for D-3 trainer. As the HTVSF JCTD contracts are being performed under a rolling down-select process, the Government intends to solicit and negotiate with only the contractors cited above under the authority of FAR 6.302-1(a)(2)(iii). Interested parties must have rights to the technical data package(s) for the HTVSF. Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1. Responders to this synopsis will not be provided the results of the Government evaluation of their qualifying package. The NAICS Code/Size Standard is 332993/1500 employees. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
