AFLCMC/WLD intends to issue a sole source contract for T-38C canopy spatial separation analysis to the contractor (Martin-Baker) which will provide a study to determine the feasibility of incorporating a heavier, more bird-strike resistant front canopy into the T-38 aircraft. Preliminary investigation has determined that the current ejection system timing may not allow sufficient time to clear the canopy, eject the pilot, and deploy the drogue parachute without interference between either the ejection seat and the canopy, or the drogue parachute and the canopy. This effort will include analysis and/or testing to determine the spatial separation between the various components of the escape system throughout the escape sequence and the maximum front canopy mass that could be used with the current escape system thrusters and timing to provide adequate clearance between the various escape system components during the worst case (zero-zero) ejection event.
Notice of Intent to award a Sole Source Procurement in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to issue a sole source contract to the contractor (Martin-Baker) will provide a T-38C canopy spatial separation analysis and testing, contracting by negotiation. The solicitation will posted at http://www.fedbizopps.gov/ under solicitation number FA8220-16-R-0002 on or around July 7, 2016. This requirement is considered sole source due to the MK16T seat data and canopy timeing require to produce the study. The NAICS code for this requirement is 336413 (Other aircarft Parts and Auxiliary Manfacturing) with a small business size standard of 1250. This notice is not a request for competitive proposals and all other interested contractors shall submit a capabilities document which states their abilities on fulfilling this requirement. Responses should be submitted by 10:00 am MST on July 7, 2016.
