This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/offers are being requested and a written solicitation will not be issued.
Notice to Offeror(s):
1. Solicitation number W911YU-15-T-0004 is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 effective 25 Aug 2014.
2. The applicable NAICS code is 541810, quote mark Advertising Agencies quote mark , with a size standard of $15 million. This solicitation is issued as a Total Small Business Set Aside.
3. See the attached Statement of Work (SOW) for the specific requirements. Contract line items (CLINs) are expected to correspond with the six General Requirements listed on the SOW. Quantities and units of measures should reflect widely accepted commercial practice/standard and will be determined at the point of award. Contractor is required to submit a schedule of fees that correspond with the requirements of the SOW with each period of performance priced separately. Refer to the SOW for date(s) and place(s) of delivery, acceptance, and FOB point.
4. The government anticipates entering into a Blanket Purchase Agreement(s) (BPA) resulting from this solicitation to the responsible offeror(s) whose offer is conforming to the solicitation. The contractor will provide all personnel, supplies, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform all requirements in accordance with the Statement of Work (SOW).
5. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, in addition to the Addendum to FAR 52.212-1, Instructions to Offerors- Commercial Items applies to this acquisition. Therefore, submission of offers shall address all requirements contained therein with particular attention to paragraph (b) (4) of the clause - contractors shall provide clear evidence of the understanding and ability to comply with the PWS and provide sufficient information demonstrating the company's technical capabilities. All information shall be submitted with an offeror's quote.
6. The provision at FAR 52.212-2, Evaluation - Commercial Items, in addition to the Addendum to FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition.
7. Proposals will be evaluated in accordance with FAR 13.106 - Best Value.
8. Offerors are required to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
9. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and also Addendum to FAR 52.212-4.
10. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applicable FAR clauses cited in the clause are identified in the attached RFQ.
11. All other provisions and clauses applicable to this RFQ are identified in the attached RFQ.
12. Complete quotes/offers are DUE 15 May 2015, 4 PM Local. At a minimum, complete quotes/offers must contain the following.
a. This combined synopsis/solicitation
b. The referenced SOW
c. Contractor's/offeror's schedule of fees (# 3)
d. Reps & Certs as required by 52.212-3
