NASA/JSC has a requirement for a meeting and presentation preparation for a specialsession on Artificial Gravity in Angers, France for the purpose of enabling NASAinvestigators to report scientific results from the Artificial Gravity Pilot Studyconducted by NASA during the past 3 years.NASA/JSC also has a requirement of publishing papers resulting from the presentation atthe special session on Artificial Gravity at the meeting in Angers. NASA/JSC intends to purchase the meeting and presentation preparation and publicationrequirement from The Galileo Foundation. The Galileo Foundation is the administrativefoundation of the International Society Gravitational Physiology (ISGP). ISGP is the onlyknown source that can provide special expertise necessary to assure proper scientificverification of the human artificial gravity research results, appropriate scientificpeer- review, and supply publication, Journal of Gravitational Physiology, in a timelymanner. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 05, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
