The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis with Nature America Inc., 345 Park Avenue S. New York , NY 10010 to purchase journal supplements to the publication “Special focus issue on the Neurobiology of addiction” This is a special issue that will be published by the Nature America Inc. in the November 2005 journal. This focus issue will provide a collection of review and opinion pieces written by leaders in the field, exploring critical issues in the neurobiology of addiction with topics ranging from genetic causes underlying addiction to neural changes caused by addiction to the neurobiology of treatment. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 511120 and the Small Business Size Standard 500 employees which are applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
