The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis with Oxford University Pres, Great Clarendon Street, Oxford 0X2 6DP England, to purchase publication of 17 manuscripts representing papers from researchers at the conference on Health Disparities sponsored by NIDA in April 2001. The papers will be published as a Supplement to the Public Health Reports. The Public Health Reports is ?Drug Use, HIV/AIDS, and Health Outcomes Among Racial and Ethnic Populations.? The Journal of Public Health Reports, published by Oxford University Press, reviewed and accepted the proceedings of this meeting for publication of the manuscripts as a special supplement to the issue. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 511120, Size Standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
