PURPOSE
Provide a private Wide Area Network (WAN) connection of 1.5 Mbps or greater bandwidth between the NIST WWV / WWVB Radio Stations site in Fort Collins, CO, and the NIST site in Boulder, CO. This will support all the network communication needs of the radio stations site such as email, file transfer, research, archiving, etc.

DELIVERABLES
Point-to-Point 1.5 Mbps or greater T-1 Network connection between WWV / WWVB Radio Station, located at: 2000 E. County Road 58, Fort Collins, CO, and NIST located at 325 Broadway, Boulder, CO.

TECHNICAL SPECIFICATIONS:
• Point-to-Point 1.5 Mbps T-1 Network connection between WWV / WWVB Radio Station, located at 2000 E. County Road 58, Fort Collins, CO, and NIST located at 325 Broadway, Boulder, CO.
• The T-1 Network connection must come to the Fort Collins site over a buried copper pair line that is owned and maintained by Qwest Government Services. This line is .61 miles and runs from the road beginning at 5701 N. Highway 1 to the main VB Building.
• The service must be terminated in a RJ45 connector so that preexisting NIST-owned router and associated network equipment can be directly connected.
• The service must be connected to the two stated locations continuously and must allow two-way data transfer up to 1.5 Mbs or greater.

TECHNICAL CONSIDERATIONS
This T-1 Network connection now serves as a vital back-up circuit for the continued operation of the Radio Station. Back-up service is also necessary because Ft. Collins has been designated as a site for the Continuity of Operations (COOP) program. In case of national emergency NIST Management would be moved to this site to continue to direct NIST operations. Internet service is critical for continuing operations. Currently the primary service is being provided by a Contractor using NIST owned buried fiber optic cable. For this back-up service, it is important to have a different provider using a separate line in case of service or infrastructure failure by either contractor.

DELIVERABLE SCHEDULE
The contractor shall start services: March 22, 2016.
