This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support US Army Medical Research and Material Command – TATRC, Fort  Detrick, Maryland the to procure (3) 500MB BGAN Cisco TAK-PAK , NET-PAK, Sat-On the Move, SAT-PAK, (3)  1yr Verizon  Cisco TAK-PAK , NET-PAK, Sat-On the Move, SAT-PAK., and (4) sets of Technical Support as prescribed in FAR 13.106-1(b)(1)(i). Specifically, the Government will procure these services 308 Systems.  308 Systems is the sole source provider of this service with no certified resellers.

308 Systems is the only vendor that can meet the Government’s requirement for these mobile services.  The Maintenance and Software authorization and support for the TATRC’s deployable telemedicine sets is needed in order to satisfy operational telemedicine mission requirements. The system will ensure the TATRC Command and Control Communications team is able to respond to communications request when deployed in bandwidth restricted environments.

In accordance with FAR 13.106-1(b)(1)(i), 308 Systems is the sole source for satisfying this requirement.  TATRC currently has 3 Sat-On-the-Move BGAN satellite terminals and this requirement is for mobile services on these existing terminals.  Only 308 systems can provide the proprietary services for their equipment.  Moreover, 308 Systems also does not have any authorized resellers.

The North American Industry Classification System (NAICS) for this requirement is 517410 and FSC R426.

This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
