In accordance with the FAR 6.302-1, Only One Responsible Source and no other Supplies or Services Will Satisfy Agency Requirements, the Government will negotiate directly with THE ROCO CORPORATION for this requirement. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Government currently uses the Roco Insertion Extraction System (REIS). Training on the proper function, use, maintenance and set-up for RIES for urban rope access, confined space rescue, structural collapse and container access is required to maintain proficiency. Roco Rescue is the designer and manufacturer of the RIES System and Roco Tactical Container Access Course of Instruction and is the only company that retains the qualifications to safely instruct the course.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Office by 1:00 p.m. Eastern Time on 04 May 2012. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
