The USCIS requires tamper evident security overlay. The tamper evident security overlay shall be exclusive to the U.S. Government and contain security features that make its origin identifiable to USCIS and difficult to remove from, or alter on, a document. The tamper evident security overlay will be used by USCIS locations globally. Under the USCIS, the end users of the tamper evident security overlay will be personnel in the Field Operations Directorate currently charged with the production of Certificates of Immigration. This requirement is for the Contractor to produce and provide, upon request, tamper evident security overlay in accordance with the material requirements. Material requirements for overlay as well as security requirements for contractor facilities are available upon request for contractors who posses a current registration in Central Contractor Registration (CCR) and complete a DHS Form 11000-6, Non-Disclosure Agreement. The period of performance consists of a base period and four (4) option periods.
