The Naval Medical Logistics Command intends to issue, on a sole source basis in accordance with FAR 6.302-1, a purchase order to Waters as the only source that can provide a second Tandem Quadrupole Detector (TQD) Liquid Chromatograph-Mass Spectrometer (LC-MS-MS) analytical instrument at the San Diego Drug testing laboratory. The intended procurement will be classified under North American Industry Classification System (NAICS) 334156 with a Small Business Size Standard of 500 employees. This notice is not a request for competitive proposals. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by 13 March 2009 will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
