The Coordinating Center for Infections Diseases (CCID), Division of Tuberculosis Elimination (DTBE), of the Centers of Disease Control and Prevention intends to award a sole source, firm fixed price contract, in accordance with FAR Part 13, using simplified acquisition procedures, to St Luke's Extension Center, 1177 J. Bocobo Center, Ermita Manila, Philippines. St. Luke's Extension Center will deliver a study which will calculate and compare the sensitivity, specificity and positive predictive value of the tuberculin skin test (TST) with one or more Interferon-y release assays (IGRAs) in identifying culture confirmed TB in foreign born children.
St. Luke's Extension Center appears to be the only organization in the Philippines that can provide the services to meet all the program requirements being that they are the only organization authorized by the U.S. Department of State to perform the required duties. They are the only known contractor that has successfully adopted and instituted the technical instructions for latent TB infection screening issued by CDC's Division of Quarantine and Global Migration (DGMQ). No Request for Quotes (RFQ) will be issued based upon this Notice of Intent.
