The Suisun Bay Reserve Fleet (SBRF) has a requirement to conduct a hazardous material survey aboard the vessel to determine locations and quantities of hazardous materials/hazardous waste to be removed, including polychlorinated biphenyls (PCB).

PCBs may be found in electrical wiring, ventilation ducting gasket materials, rubber gaskets, adhesives, thermal insulation materials, transformers, oil and grease, fluorescent light ballasts, capacitors, tapes, and coatings.
The period of performance is forty-five (45) days after arrival to the Shipyard.
Because this craft is not considered deep-seaworthy, all work must be performed on the vessel in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton.
