The U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA), intends to issue a modification to increase the ceiling of the contract, 693JJ318C000028 with Tru Simulation & Training for Highway Driving Simulator. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a) (1), FAR 6.302-l (b)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." "When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by -- (i) Unique supplies or services available from only one source or only one supplier with unique capabilities."

This notice serves as notice of intent to award a modification under the current contract and is not a request for proposals. However, responsible sources that believe they can perform these services in their entirety may submit a written notification of interest and capability statement by June 29, 2020 to be considered by the agency.
