FEI Company is the only authorized (repair and maintenance) service provider for the Tecnai20 Electron Microscope, a sole source product, manufactured exclusively by Fei. Due to the highly specialized technical expertise required for the services, there are no subcontracting possibilities offered or such repair and maintenance service. Engineers providing maintenance and repair services for the Tecnai are company personnel specifically trained in the manufacture installation and maintenance of the Tecnai. The Tecnai20 is a fully computerized system controlled by unique software and is an extremely advanced, computer-controlled instrument combining mechanical (high vacuum, sample position control), electron optical (lenses) and computer components. To achieve the required image resolution and reliability, highly specialized training and access to both specific parts and computer software is necessary. FEI is the only source for most the parts necessary for repairs. The service contract provides service (including parts and software upgrades), preventive maintenance and timely response by NIH-campus based engineers to the address problems of any scope. The Tecnai 20 electron optics working in different modes, high voltage, vacuum, pneumatic and mechanical subsystems are all highly specialized and thus can only be serviced by technicians specifically trained by the manufacturer. The Tecnai 20 is mission critical for the scientific experiments undertaken in the individual laboratory where this device is maintained in NICHD laboratory. Thus, timely service is crucial in the functioning of the Tecnai 20, getting timely service engineer dispatched is critical to the scientific experiments in the laboratory. Slow or non-prioritized service dispatch can lead to down time on the Tecnai and scientific experiments delay and/or other compromises to experiments. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within fifteen calendar days from the date of publication of this synopsis will be considered by the Government.
