THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE QUESTIONS & ANSWERS NUMBER 4, AS DEPICTED BELOW:

QUESTION 1: Can you advise how the government pays for goods and services? Does it pay up front and in full, can it make a down payment, or pay only after delivery?

ANSWER 1: The Government pays after total delivery and acceptance of the product. Payment is not made upfront. There are no down payments. Payment is made electronically via online processing and approving of transactional documents through WAWF (Wide Area Work Flow). The solicitation contains WAWF clauses included by reference and full-text for more information. NOTE: To do business with the U.S. Government, as a minimum, vendors must have an active CAGE Code, DUNS numbers, and Tax Number.

QUESTION 2: Is freight included in the quote or can it be To Be Determined (TBD)?

ANSWER 2: Vendors may propose FOB Destination, which signifies that freight will be included in the price of the Tee-Shirt (thus no separate freight charge), OR, vendors may propose FOB Origin, in which the estimated freight (shipping) charge is included as a separate line on the quotation. The FOB Origin freight estimate will be included in a contract clause towards the end of the document, not as a contract line item number. Invoiced shipping charges may not exceed the FOB Origin estimated charges in the contract.

QUESTION 3: The logo may lose some detail when it is shrunk to the dimension required for the chest. After award, will the selected contractor be able to discuss with the customer recommended changes to optimize the logo on the left chest?

ANSWER 3: Yes, as long as it does not change the specifications in the contract.

QUESTION 4: Will the colors of the logo change based on the color of the shirt?

ANSWER 4: There is only one logo, which was provided as an attachment to the solicitation.

QUESTION 5: The logo looks like 3 colors if on a white shirt - correct?

ANSWER 5: That is a technical question based on your fabrication processes. The logo must look like the logo provided in the solicitation.

QUESTION 6: Can a unisex t-shirt be used for the entire order of ladies/men's?

ANSWER 6: No.

QUESTION 7: If no, can the unisex t-shirt be used for the ladies size 4X, as there is no ladies t-shirt available above 3X?

QUESTION 7: If there are no lady/woman size t-shirts above 3X, the offeror may propose a unisex style for size 4X.
