***NOAA’s Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Tektronix, Inc. of Beaverton, OR, for the purchase of a Tektronix Digital Phosphor Oscilloscope/Digital Serial Analyzers DPO/DSA70604 7000 Series (Oscilloscope).

***The sole source determination is based on the National Institute of Standards and Technology’s (NIST) requirement for an Oscilloscope that will meet the demands of the new research program at NIST Boulder. Tektronix, Inc. is the only vendor that offers an Oscilloscope which meets NIST’s technical requirements. Specifically for the high-performance digital scope that has a Bandwidth of 6 GHz, upgradable to 20 GHz; 50 GS/s real-time sample rate simultaneously on all 4 channels at ALL sweep speeds; at least 300,000 wfms/s continuous update rate - not bursted; Ability to turn ON and OFF the DSP waveform processing; Pinpoint triggering schemes; Full New Product Warranty; and for the above list all functions can be operated in any scope setting in one operation. The delivery date shall be January 30, 2009.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
