NAVSUP Fleet Logistics Center Sigonella (FLCSI) intends to award a sole source purchase order to HELLENIC TELECOMMUNICATIONS ORGANIZATION S.A. for telecommunications services at Naval Support Activity Souda Bay Greece.  The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only One Source and No Other Supplies or Services will Satisfy Agency Requirements".   The period of performance will include one (1) Base Year and four (4) Option Years. 

This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that they can fulfill this procurement, it should submit a capability statement by 9:00 a.m. EET on December 15, 2021 via email to [email protected]. Capabilities statement package shall include the following information:

1) Capabilities in providing telecommunications services in accordance with common practices and standards provided to other commercial/defense entities in Greece. Services including standard commercial telecommunications services including Public Switched Telephone Network (PSTN) trunks consisting of Integrated Digital Services Network Primary Rate Interface (ISDN PRI) service with number and worldwide long distance access, PSTN Number assignments, PSTN lines, Asymmetric Digital Subscriber Line (ADSL) service, ISDN Basic Rate Interface (BRI) service for Video Teleconferencing (VTC), Point-to-Point (PTP) and switched data circuits.

2) Information on current or past contracts with US agencies (e.g. General Services Administration, Department of State, Department of Defense, Department of the Navy, etc.) for telecommunication services, particularly in Greece and Europe.  Include contract number(s) and any issues that arose during performance.

3) Include point(s) of contact, current System for Award (SAM) status, and Commercial and Government Entity (CAGE) code. 

 A determination by the Government to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make awards, or pay for sources’ expenditures made in response to this announcement.
