This is combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued.  The solicitation number 2379099 and solicitation is issued as a request for quotation (RFQ).  This solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55.  This is a small business set-aside.  The National Institute of Mental Health (NIMH) has a requirement for Teleconference Services to the NIMH Review Branch.  The teleconference services are:  20 – 40 calls for 100 meetings per year. The calls can be between 30 minutes and 8 hours.

The period of performance is for one (1) base year and four (4) option years.  

The provisions at 52.212-1, Instructions to Offerors Commercial Items is applicable to this acquisition.   Specific evaluation criteria: (1) Ability to consistently clear and trackable teleconference lines, (2) Ability to maintain clear lines with no drops for domestic calls, and (3) Ability to accept domestic calls that will last for ½ hour to 8 hours.
